Kajiado county until now has over 4000 staff and very many unaccounted for non-skilled casual staff who drive the wage bill to run over 40%.
Late last year after the inauguration, Governor Joseph Ole Lenku directed the department and the board to clean up the mess in the county public service.
The National Treasury after a thorough audit of the Public Service sector payroll for all the counties revealed dumbfounding queries about Kajiado county payroll management.
It was realized that hundreds of staff may not be unaccounted for and many points to questionable profiles in terms of their employment bio-data including academic qualifications, Letters of appointment and other key components.
Kajiado payroll department was flagged out with an audit query on claims of ghost workers as well as inefficient payroll management system
It’s against this backdrop that the CECM public service commissioned a staff verification and a payroll cleansing exercise that’s now nearing completion.
This has brought to light unaccounted staffs, over 100 staff have not so far come forward to identify themselves and qualify the salaries they’re drawing monthly.
Sources close to Kajiado TV say that there are several active entries of staff in the payroll that by the process of verification were appearing phony and fictitious.
In a move to show the intensity of the matter CEC Kisota says that this exercise has just scratched the surface in an attempt to do a comprehensive payroll cleansing and a detailed audit of the county Public service.
With this not so deep exercise, a lot of noise is already reeling around, which could be a pointer to suspect in the payroll mismanagement.
However, from our sources, the department is determined to clean the stench and a lot is yet to be seen on this front.
‘‘For the record, for entries in payroll that cannot be verified, we consider them ghost, fictitious and they will not be paid even if it means motion of impeachment, we’re not cowed or get distracted in this noble cause, I am ready to pay the price.’’- Alais Kisota (CEC, Public Service)
The exercise will move on further to ensure that for all the verified staffs, their qualification documents are authenticated, a process that is going on for all the staff with Job Group K to Job Group R and a proper system put in place to weed out criminals and reward performance for those delivering services to mwananchi
